Auctions

There are bottlenecks arising on cross-border transmission profiles of ČEPS by surpass of demand over real transmission possibilities. Process of allocating cross-border transmission capacities of these bottlenecks is being carried out by the means of auctions. The used auction mechanism stems from the auction management process applied during preceding years by German TSOs.

Auction is objective, non-discriminatory and market-based process of transmission capacities allocation, eliminating speculative behaviour and corresponding to the requirements of Regulation of European Parliament and Council No. 1228/2003/EC. It sets up principles for congestion management in the transmission system, necessary for safe and reliable transmission system operation.


Cross-border profile CEPS/APG

  • The bilateral auctions are held on the profile CEPS/APG based on the Auction Rules for the year 2009 and based on the Auction Rules for the year 2010. The auction office for the yearly and monthly auctions is Auction Office Austria, the auction office for daily auctions is CEPS, a.s. Information about the capacity allocation on the profile CEPS/APG are published on the web pages of Auction Office Austria www.auction-office.at and on the web pages of CEPS, a.s. The negotiation of cross-border transmission based on the allocated capacities in auctions is operated by ePortal Damas.


Cross-border profile CEPS/TPS, CEPS/50HzT, CEPS/PSEO, CEPS/SEPS

  • The coordinated auctions are held on the profiles CEPS/ TPS, 50HzT, PSEO and SEPS in the year 2009. The function of Auction Office is provided by CEPS. Information about coordinated auctions are available on the web pages http://www.e-trace.biz. The negotiation of the cross-border transmission on CEPS profiles based on the allocated capacities in auction procedure is carried out through ePortal e-Trace.

  • The coordinated auctions are held on the profiles CEPS/ TPS, 50HzT, PSEO in the year 2010. The function of Auction Office is provided by CAO Central Allocation Office GmbH. Information about coordinated auctions are available on the web pages www.central-ao.com. The negotiation of the cross-border transmission on CEPS profiles based on the allocated capacities in auction procedure is carried out through ePortal e-Trace.

  • No CB capacities will be allocated in auction on the CZ/SK interconnection in 2010. The market participants will be allowed to submit freely their capacity schedules until the day D – 2. To become eligible for schedule submitting the Trader will have to conclude with ČEPS an „Agreement concerning the Accession to Trading Terms and Conditions for Cross-border Transmission through the Transmission System in the Czech Republic“ valid for 2010, which sets in detail the requirements for submitting the CB Transmission Schedule. In the day D – 1 the CB electricity transmission capacity allocation will be performed exclusively through the short-term electricity market coupling organised together by the Czech OTE, a.s. and Slovak Slovenská elektrizačná prenosová sústava, a.s.

Transmission capacities are offered to the auctions as guaranteed for whole topical period with the exception of provisions concerning the prevention of damage and the provisions solving Force Majeure and with exception of cases set up by the auction rules. Yearly, monthly and daily auctions are organised. In case of daily auction, the transmission capacities are offered for individual commercial hours of the day – this procedure contributes to an increasement of cross-border use effectiveness during the commercial day.
